HomeInsightsBody of European Regulators for Electronic Communications (BEREC) consults on draft Report on comparison tools and accreditation

Under Article 103(2) of the European Electronic Communications Code (EECC), regulatory authorities must ensure that end-users have access, free of charge, to at least one independent comparison tool.

The tool must enable end-users to compare and evaluate different Internet Access Services (IAS) and publicly available Number Based Interpersonal Communications Services (NB-ICS), and, where applicable, publicly available Number-Independent Interpersonal Communications Services (NI-ICS), regarding prices and tariffs of services and the quality of service.

These independent comparison tools must also meet the requirements set out in Article 103(3) of the EECC. Fulfilment of these requirements is a necessary condition to obtain certification from the national regulatory authority.

The Report provides insights into the policy principle regarding independent comparison tools and their availability to end-users in EU Member States.

BEREC invites stakeholders to submit views on the draft Report by 23 November 2022. To access the Report and consultation, click here.
