Insights Ofcom consults on policy for authorisation of use of spectrum in 1781.7 – 1785 MHz block paired with 1876.7 – 1880 MHz block.

These frequencies are part of a band used within the EU to provide mobile services.  In the UK, this spectrum forms part of a “guard band” between spectrum used by mobile networks and that used by cordless home phones.

Following an award process held in 2006, there are currently 12 licensees authorised to use this spectrum on a low-power, shared access basis.  These licences have an indefinite duration but have come to the end of their initial ten-year term.

Ofcom’s consultation considers possible changes to these arrangements, one of which could be to release the band for mobile services under a single licence.  Ofcom is also assessing the possibility of opening the band to a wider range of potential users, under a continuation of a low power shared access regime.

Ofcom is also considering the basis on which spectrum fees might be introduced for licensees in a low-power, shared access regime.  This could be done under the existing arrangements, or by opening up the band to a wider range of potential users.
