Insights One Touch Switch: Ofcom provides update

Ofcom has provided an update on its enforcement programme relating to industry’s failure to implement One Touch Switch (“OTS”). Providers of fixed landline and broadband services were required to introduce OTS – which is designed to make it easier and quicker for customers to switch services – by 3 April 2023. However, having missed that date, and following communications with BT, Sky, TalkTalk, and VM02, the one Touch Switch Company announced that the new target of 14 March 2024 was also unachievable.

A new industry-launch date of 12 September 2024 has now been announced, and Ofcom has received written assurances from both the four companies and its technical advisors, OTA, that the date is achievable.

Ofcom has stated that it will continue to “hold providers to account for their failures to deliver these benefits to customers” and will both increase the level of oversight of BT, Sky, TalkTalk, and VM02 prior to implementation, and review their conduct to determine if individual investigations are warranted after launch.
