Ofcom has published proposals on how it determines the list of television programme services categorised as “qualifying services” under the “listed events” rules.
These rules, set by Parliament, seek to ensure that certain events of particular national interest, are available to view live, and for free, by the widest possible audience.
The actual list of events is set by the Secretary of State and currently includes major sporting contests, including the FIFA World Cup and Wimbledon Tennis Finals.
Ofcom’s role is to maintain a list of those television services that are free-to-view and received by 95% of the population, known as “qualifying services”.
In light of significant changes in the ways people now watch TV since the list was last updated in 2008, Ofcom has decided to review and update the list of services that it considers to meet these conditions. It is seeking views on its approach by 18 January 2019. To access the consultation, click here.
